Someone who doesn’t know you has no right to offer you a collar. That comes with time and commitment, and a relationship. For that reason alone, I’d politely tell that person you are not interested in pursuing anything with them. If they continue to push, then they are clearly not the type of person you want to associate with. No, means no. Anyone who won’t respect that won’t respect your other boundaries either.
And honestly, that’s how you should manage any advances if your intention is to build a relationship with your current partner.
